Dear Sir/Madam;

Re: Urging IMF not to provide the financial assistance to the Sri Lanka as it is continuing with the horrendous war against Tamil civilians

I understand from the international news report that, Sri Lanka is currently negotiating $US1.9 billion loan agreement with the International Monetary Fund (IMF) to deal with the impending financial crisis in the country.

Sri Lanka, past three years, is spending colossal amount of money to wage a bloody and brutal war against its minority Tamil citizens and diverting all its financial resources towards destructive war with the Tamils. Sri Lanka, allocated $US1.7 billion for the defence related spending such as supersonic fighter planes, radars, naval ships, heavy artillery and multi barrels, and lavish vehicles for the big wigs in the armed forces for the year 2008 and 2009, while previous years it spent more than $US3.0 billion on similar items.

With the unlimited access to destructive arms and ammunitions, the Sri Lankan forces very liberally using its heavy weapons on the Tamil civilians in northern Sri Lanka which have caused over 2000 lives which includes 700 children while wounded over 7000 civilians most of them again were children in the relentless attacks by the Sri Lankan forces from, land, sea and air in Vanni, within past two months alone, according to the reports from US based Human Rights Watch (HRW) which was submitted to the US Senate hearing on February 24th, which I am attaching for your attention.

Sri Lanka is bent on achieving military victory at any cost, utterly disregarding the humanitarian crisis and catastrophic situations for well over 300,000 Tamils civilians in Vanni who are entrapped in the war zone. Repeated International governments calls for immediate cease fire were completely ignored by the Sri Lankan government. Their relentless attacks on un armed civilians are continuing even at the ‘safe zone’ and hospitals against the international laws at war situation by the Sri Lankan Forces.
Sri Lanka single mindedly pressing ahead with the military operation against Tamils to what most of the world leaders essentially believes needed a meaningful and durable political solution via political negotiation to end the over 60 years long conflict in the country.



I earnestly urge IMF not to provide the financial assistance to the Sri Lankan government to continue with the horrendous war against helpless Tamil civilians. I also urge the IMF to use its influence to immediately halt the military operations against civilians, push Sri Lanka to agree to a UN sponsored cease fire, push Sri Lanka to allow unhindered access to the needy people in Vanni and Vavuniya by the UN and other INGOs, and push the warring parties to find a meaningful and durable solution via negotiation.

Re: Support the discussion of Tamils’ plight in Sri Lanka in UN Security Council

As you are already aware, last week the United Nations (UN) Human Rights Commissioner Dr. Navi Pillai said, that at least 2800 Tamil civilians were killed and 7000 more injured from January 20th to March 10th 2009 including large number of children. UNICEF said, that hundreds of civilians were killed and thousands more children injured within past two months alone.

UN has now admitted that the "minimum number of documented civilian casualties since 20 January 2008 , as of 7 March in the conflict area of Mullaitivu Region [is] 9,924 casualties including 2,683 deaths and 7,241 injuries. This state atrocities amounting to Genocide of Tamils should not be permitted by China as a huge supper power.

You may be also aware that, since independence from British in 1948 till 1983 Tamils fought for their equal rights without resorting to violence. But successive Sri Lankan leaders handled Tamil citizens in heavy handed manners and in that process over 70,000 Tamils were killed which only paved the way for dawn of the armed resistance of Tamils and they still continue to fight for the Tamils’ right to self-determination.

I understand that UN Security Council for a second time will discuss the Tamils plight in Sri Lanka on March 26th. I earnestly urge Chinese government on behalf of Tamils who paid their dear lives in thousands in Sri Lanka and over 80 million Tamils all over the world to allow and support the decision of discussing Tamils plight in the UN Security Council.

I hope and pray, China , as a world power will not identify itself as a nation that stood in the way of discussing a worst humanitarian crisis unfolding in Sri Lanka in the UN Security Council. Thank you for your time and consideration. Yours truly,

Your Excellency;

It is added more worrying news reaching to Canadian Tamil community, that China (Under your diplomatic excel) is not among the participating nations, to end the Tamils sufferings heard at the united nation. Many nations have arrived to a point that it must be allowed as priority for coming discussion to be held on 26th March 2009.

We, as Canadian Tamils have been carrying out all our efforts to find an early direction by United Nations and international community to stop the civil war going on in Sri Lanka. There were many peace rallies held by Tamils (Including children to Senior citizens) living in many cities for the past 3 months in extremely cold weather.

We are happy, that multicultural community living in Canada have noticed the sufferings of Tamils on the streets for the past 3 months. This message being spread to many nations where rallies were not held. Particularly, for the communities of Mexican and Costa Ricon have come forward along with others to take this matter at the United Nations.

There were many pleading messages, sent out by various leaders, to President Mahinda Rajapakse (Sri Lanka), to stop this war and go for a cease fire and bring a political solution. His response was poor to all these calls made by various UN agencies as well as world leaders. Our Canadian Foreign Minster too appealed in response to Canadian Tamils concerns. Tamils have evidence of images reached out, as proof the level of sufferings and deaths caused by this war to Tamil population in the North. It is really ethnic cleansing that precedes genocide. It is our plea that your efforts should reach your diplomatic emissaries in the United Nations to participant in the discussion to end the civil war, and bringing the matter under the United Nations discussion. I hoping for your response treated as an urgent matter. Thank You.

Sample Letter only March 23, 2009 Dear RE: International Community must act decisively to stop the genocide in Sri Lanka

I write this letter as an earnest plea, asking you to act decisively to press Sri Lanka to stop its genocide and ethnic cleansing of the Tamils in northern Sri Lanka.
According to the document of the office for the Coordination, the minimum number of documented civilian casualties since 20 January 2009 as of 7March 2009 in the conflict area of Mullaitheevu Region is 9,924 casualties including 2683 deaths and 7241 injuries. The number didn’t end there. From that day on, every day the slaughtering is going on, at the average of 60 to 70 killing. The shelling does not spare even the babies in the womb a 6 month old fetus was found truncated of both feet. There is no proper hospital or medicine to treat them and no food supplies or medicines are sent to the war torn area, where 150,000 to 190,000 are living in subhuman conditions. In Northern Sri Lanka 2683 civilian killings this year, UN leaked documents show (http://www.innercitypress.com/unsri1lanka031809.html) the civilians forcibly uprooted from their land in the war-torn area are separated and jailed inside barbed wire internment camps. Many young boys and girls were taken out of the camps on suspicion and never to return to the camp. They are then brought under the tag “terrorists killed in battle” and buried as terrorists. The pregnant women were forced to sign a document attesting that they were raped by LTTE and not by government soldiers and they are subjected to termination of pregnancy reports the UNFPA-an ethnic cleansing. In a systematic way the Sri Lankan government is eradicating the Tamils by its genocidal and ethnic cleansing campaign. There is so much to be written and that is again the agony and tears of our Tamil brothers and sisters who cry for life and freedom which is their BIRTH RIGHT. I humbly send my plea to you to help them live in their own homes and land as true citizens with human dignity.
